The Hon. Melford Walter Fitzgerald Nicholas, was appointed Minister of Information Broadcasting, Telecommunications & Information Technology on June 18, 2014 and once again in March 2018 after early elections in Antigua and Barbuda.
With almost three decades worth of experience in the Telecoms Industry, the Hon. Melford Nicholas for many of those years was the lead commercial voice in the sale and adoption of technology solutions for both business and government.
This background has ideally prepared Minister Nicholas to be the driving force that he has become in the local and regional arena in the adoption and use of ICT's as a tool for the digital transformation of governments in Antigua and Barbuda and the wider Caribbean.
Minister Nicholas has propelled the automation and digitization of a number of agencies in Antigua and Barbuda as well as the implementation of the Online Driver’s License Renewal Program, the digitization of records at the Mount St. John’s Medical Centre (MSJMC), the Antigua & Barbuda Intellectual Property, the Royal Police Force of Antigua & Barbuda and the Civil Registry just to name a few projects.
In 2017 Minister Nicholas was appointed President of the Caribbean Telecommunications Union (CTU).
Through his leadership Minister Nicholas and his team held the 21st Century Government Summit and CityNext Antigua 2018 ICT Symposium in Antigua and fulfilled the expectation for all attending to have a better understanding of how to approach their tasks of transforming their respective governments.

Bernadette Lewis was appointed to the position of Secretary General of the Caribbean Telecommunications Union (CTU) in August, 2003. Under her stewardship, the CTU has been transformed into a relevant and vibrant information and communication technologies (ICT) organization and is now at the forefront of activities to harmonise policies and practices for the development of the Caribbean ICT sector and to coordinate regional ICT Projects.
A strong proponent for ICT-enabled Caribbean development, Ms. Lewis has been advocating the use of ICTs through an initiative called the Caribbean ICT Roadshow, designed to raise awareness and educate on the power of ICT and how they may be effectively employed to enhance every sphere of endeavour. Concurrently, she has been a relentless in her endeavours to improve cyber security in the region and was instrumental in the development of a Caribbean Cyber Security Framework with the Organisation of American States.
Through Ms. Lewis’ Leadership and project management expertise, the CTU has built capacity in and now has a demonstrated record of accomplishment for successful coordination of regional ICT projects.
Ms. Lewis is a champion for ICT-enabled public service transformation in the Caribbean, having recently launched an initiative called 21st Century Government that seeks to establish citizen-centric seamless governments in the region. The initiative, when implemented will transform the Caribbean public service and governments and enhance the region’s competitiveness.
Under Ms. Lewis’ direction in 2005, the Caribbean initiated the first Internet Governance Forum (IGF) in the world. In 2012, she was awarded a Lifetime Achievement Award from the Latin American and Caribbean Registry for Internet Numbers for her seminal work in Internet Governance.
Ms. Lewis is passionate about ensuring that the citizens of the region have affordable access to, and are able to benefit from effective use of ICT.

His Internet industry experience includes serving as CTO and COO for ServerVault, which provides highly secure, fully managed infrastructure solutions for sensitive federal government and commercial applications. Prior to this, he was CTO for XO Communications, where he was integral in leading the organization's technical initiatives, network architecture, and design of leading-edge capabilities built into the company's nationwide network. Mr. Curran also served as CTO for BBN/GTE Internetworking, where he was responsible for the organization's strategic technology direction. Cordel Green is Executive Director of the Broadcasting Commission, which regulates radio, television and cable in Jamaica, and he has helped to lead Jamaica’s Digital Transition process.
Mr. Green has been appointed to the Jamaica National Commission for UNESCO and represents Jamaica on UNESCO’s Intergovernmental Council for the Information For All Programme (IFAP). He is also a fellow of Telecommunications Executive Management Institute of Canada (TEMIC), honorary member of the Multicultural Media, Telecom and Internet Council (Washington DC), and member of the Law Committee for the IEEE Global Initiative for Ethical Consideration in Artificial Intelligence and Autonomous Systems.
Mr. Green is an Attorney-at-Law, a former Assistant Attorney-General of Jamaica and a former broadcaster. He holds Bachelor of Arts (Hons.) and Bachelor of Laws (Hons.) degrees from the University of the West Indies, a Master of Laws Degree with distinction, from the University of Sheffield in England, a Master of Business Administration (MBA) degree from the Mona School of Business, and is an alumnus of the Harvard Kennedy School Executive Education Program.
He is married to the Honourable Mrs. Justice Marcia Dunbar Green, Judge of the Supreme Court.
